1999년 3월 8일 제주4·3도민연대 결성 당시, 양동윤은 실무 책임을 맡을 운영위원장으로 선출되었다.3 도민연대는 상임대표로 김영훈, 양금석, 임문철 등 3명이, 공동대표로 강창일·고성화·김평담·양보윤·오만식·윤춘광·이은주·허태준 등 8명이 선임되었으며, 양동윤의 운영위원장 역할은 조직의 실질적 운영을 담당했다.3

1999년 8월 특별법 제정에 최대 고비가 될 행자위 법안심사소위 개최를 앞두고, 4·3연대회의는 제2차 상경대표단을 파견했다. 2차 상경대표단은 박창욱·양조훈·임문철 상임공동대표와 정책기획단 양동윤 단장, 부단장 이지훈 등으로 구성되었으며, 서울에서 고희범 운영위원장 등이 합류했다.5 상경대표단은 국회에서 소위원장 등 관계 의원들을 찾아다니며 특별법 제정의 중요성을 설명했다.

2009년 6월 18일 도의회 4·3특위 주관 간담회에서 4·3도민연대 양동윤 상임대표는 행정자치위원회에서 의결한 명예도민증 수여 대상자에 대한 문제를 강하게 제기하는 등 지속적인 관심을 유지했다.6

4·3 진상규명과의 관계

Role and Activities

Yang Dong-yun served as the executive administrator of the Jeju 4·3 truth-finding movement during the 1990s. In 1994, he participated in a meeting with Jeju 4·3 Research Institute Director Ko Chang-hun and civic group representatives regarding the formalization of the bereaved families association, contributing to the establishment of cooperation systems among 4·3-related organizations.1

On November 27, 1998, as co-chair of the “Jeju 4·3 April Commemoration Preparatory Committee” alongside Kang Nam-gyu and Ko Sang-ho, Yang released a statement demanding “enactment of the 4·3 Special Law and formation of the National Assembly 4·3 Special Committee.”2 This marked a transition to concrete action in the special law enactment movement.

At the founding of the Jeju 4·3 Civic Leaders Association on March 8, 1999, Yang was elected as chair of the operations committee responsible for practical management.3 The association appointed Kim Young-hun, Yang Geum-seok, and Im Mun-chul as co-chairs and eight others as co-representatives, with Yang’s role as operations committee chair overseeing practical operations.3

Role in the Special Law Enactment Movement

Yang Dong-yun played a central role in policy planning for the 4·3 Special Law enactment movement. From the first half of 1999, he was appointed director of the 4·3 Pan-National Committee’s Policy Planning Task Force, establishing policies and legislative strategies for special law enactment.4 The task force comprised Director Yang Dong-yun, Vice-director Lee Ji-hun, and staff members including Park Kyung-hun, Park Chan-sik, Oh Young-hun, and Lee Young-un, with offices in Samdo 2-dong, Jeju City.4

In August 1999, as the most critical moment for special law enactment approached with the Administrative and Home Affairs Committee’s review, the 4·3 Pan-National Committee dispatched a second delegation to Seoul. This delegation was composed of co-chairs Park Chang-uk, Yang Cho-hun, and Im Mun-chul, Policy Planning Task Force Director Yang Dong-yun, and Vice-director Lee Ji-hun, joined by Chair Ko Hui-beom in Seoul.5 The delegation visited National Assembly members to explain the importance of special law enactment.

On June 18, 2009, at a forum sponsored by the Provincial Assembly’s 4·3 Special Committee, Yang Dong-yun, as co-chair of the 4·3 Civic Leaders Association, raised strong concerns about honorary resident certificate recipients decided by the Administrative and Home Affairs Committee, demonstrating continued engagement.6

Relationship to 4·3 Truth-Finding Movement

As executive administrator of the civic leaders association, Yang Dong-yun contributed to the organizational expansion and institutionalization of the 4·3 truth-finding movement. His policy planning task force activities resulted in the concrete achievement of special law enactment, which became a turning point in the movement’s transition from truth-finding to institutionalization. Through managing the civic leaders association, he rallied a wide range of civil society organizations in the Jeju region, and was invited to the special law signing ceremony where he witnessed this achievement.7
