방송국 라디오 프로그램 출연 기록에 따르면 1999년 4월 2일 ‘4·3 앞으로의 과제는’이라는 주제의 방송에서 출연했다.3 특별법 제정 과정에서 2000년 4월 3일 국회에서의 서명식에 초대되어 박창욱 4·3유족회장, 양금석 4·3도민연대 공동대표, 강창일 4·3연구소장 등과 함께 제주 인사로 참석했다.4

4·3 진상규명과의 관계

Role and Activities

Park Chang-uk was a bereaved family member of victims killed by military and police suppression forces. On February 24, 1997, he was appointed as the fifth chair of the bereaved families association and successfully led the Jeju 4·3 Victims and Bereaved Families Association. After reelection, he served as the sixth chair until March 3, 2001.5 This period coincided with the transition when the association’s “anti-communist coloring” was significantly diluted and the movement expanded into a pan-civic truth-finding campaign.5

Park served as one of the co-chairs of the 4·3 Pan-National Committee in November 1998 and participated in the movement for the 4·3 Special Law. On March 22, 1999, as the association chair, he co-presented a petition to President Kim Dae-jung with the Pan-National Committee for Truth-Finding and Honor Restoration.6 He also played a key role in organizing a “Interfaith Assembly for 4·3 Healing and Reconciliation” held on March 29, 1999, at Seoul Cathedral, co-sponsored by the Interfaith Council and the bereaved families association.6

According to broadcast records, Park appeared as a panelist on April 2, 1999, in a radio program titled “Challenges Ahead for 4·3.”7 During the special law enactment process, he was invited to the National Assembly signing ceremony on April 3, 2000, where he attended as one of the principal Jeju figures alongside Yang Geum-seok (Co-chair of 4·3 Civic Leaders Association) and Kang Chang-il (Director of 4·3 Research Institute).8

Relationship to 4·3 Truth-Finding Movement

As a leader of the bereaved families association, Park represented the interests of victims’ families and stood at the center of the truth-finding movement. His tenure as chair coincided with the period when 4·3 achieved national significance and institutionalization in the late 1990s, with the association transitioning from a conservative organization to a pan-civic coalition.
