양조훈이 주도한 「4·3은 말한다」 기획연재는 제민일보의 4·3취재반이 실시한 가장 중요한 저널리즘 프로젝트였다. 이 연재는 역사적 사실에 근거한 체계적인 탐사보도로, 4·3 사건의 원인, 경과, 피해 규모 등을 상세히 기록했다. 기획연재의 성과는 나중에 진상조사위원회의 조사 대상 확대와 조사 방향 설정에 영향을 미쳤다.2

1990년대 말부터 2000년대 초반까지 양조훈과 그의 취재반 동료들(서재철, 고홍철, 고대경, 김종민, 강홍균 등)은 현장을 직접 방문하여 희생자 유해와 현장을 점검하고 이를 기록했다. 이러한 현장 기반 조사보도는 국가 차원의 진상규명 위원회가 시작되기 전에 이루어진 선도적 저널리즘 작업이었다.3 특히 제민일보는 제주도 지역 신문으로서 4·3 관련 정보 접근성이 높았으며, 지역 주민들과의 신뢰 관계를 활용할 수 있었다.

4·3 진상규명과의 관계

양조훈은 2000년 1월 제주4·3특별법이 제정된 이후 제주4·3위원회의 공식적인 진상조사 과정에도 깊이 있게 관여했다. 그는 위원회의 전문위원(수석전문위원)으로 참여하여 진상조사보고서 집필에 직접 기여했다. 양조훈의 기자 경험과 현장 조사 자료는 진상조사위원회의 조사 방향과 보고서 내용 구성에 영향을 미쳤다.4

2003년 10월 15일 진상조사보고서가 확정되는 과정에서 양조훈은 위원회의 중추적 역할을 담당했다. 특히 보고서에 포함되어야 할 사항들의 사료 확보와 현장 사실 검증에 있어서 그의 저널리스틱 경험이 활용되었다. 또한 2008년 11월 25일 유족회 주최의 토론회에서도 수석전문위원으로 참석하여 진상규명의 현황과 과제를 설명했다.5

양조훈은 2015년 도서출판 선인에서 『4·3 그 진실을 찾아서』를 출간했다. 이 책은 개인 기자의 20년 이상에 걸친 4·3 조사 경험을 바탕으로 사건의 진상, 유해 발굴, 진상규명 과정 등을 상세히 기록한 기록물이다. 이 저작은 학술 자료로도 광범위하게 인용되고 있다.6

학술적 의의

양조훈의 저널리즘 활동은 한국 언론사에서 ‘과거사 진상규명 보도’의 선례를 제시한 것으로 평가된다. 특히 제민일보의 4·3취재반이 정부 차원의 진상조사위원회보다 먼저 체계적인 현장 조사를 실시했다는 점은 중요하다. 이는 국가 기구의 진상규명을 보완하고 검증하는 언론의 역할을 보여준 사례이다.7

Role and Activities

Yang Jo-hoon is a journalist and media professional who led investigative reporting on 4·3 at Jemin Ilbo, Jeju’s only newspaper. As editorial director of Jemin Ilbo, he organized and led a dedicated “4·3 Investigation Team” in the late 1990s when government-level truth-finding discussions began intensifying. After the Jeju 4·3 Special Act legislation movement commenced, the team engaged in systematic journalist activities to trace the truth of the incident.8

The “4·3 Speaks” series planned and led by Yang Jo-hoon was the most important journalistic project conducted by Jemin Ilbo’s 4·3 Investigation Team. This series was systematic investigative reporting based on historical facts, meticulously documenting the causes, progress, and scale of casualties of the 4·3 incident. The achievements of this planning series later influenced the expansion of investigation targets and direction-setting of the truth commission.9

From the late 1990s to the early 2000s, Yang Jo-hoon and his reporting colleagues (Ko Chang-hun, Kim Ki-sam, Kim Dong-man) directly visited sites to inspect victims’ remains and scenes, documenting their findings. This field-based investigative reporting was pioneering journalistic work conducted before the national-level truth commission began operating.10 As a regional newspaper, Jemin Ilbo had high accessibility to 4·3-related information and could leverage trust relationships with local residents.

Relationship with the 4·3 Truth Commission

After the Jeju 4·3 Special Act was enacted in January 2000, Yang Jo-hoon became deeply involved in the official truth-finding process of the Jeju 4·3 Committee. He participated as a specialist member (chief specialist member) of the committee and directly contributed to writing the truth commission report. Yang’s journalistic experience and field investigation data influenced the committee’s investigation direction and report structure.11

During the finalization process of the truth commission report on October 15, 2003, Yang Jo-hoon played a pivotal role in the committee. His journalistic experience was particularly utilized in securing source materials and verifying field facts that should be included in the report. Additionally, he participated as a chief specialist member in a discussion forum organized by the bereaved families association on November 25, 2008, explaining the status and challenges of truth-finding.12

In 2015, Yang Jo-hoon published Finding the Truth of 4·3 with Seonin Publishers. This book, based on over 20 years of personal journalistic investigation experience with 4·3, provides detailed documentation of the incident’s truth, remains excavation, and the truth-finding process. This work is widely cited as academic material.13

Academic Significance

Yang Jo-hoon’s journalistic activities are evaluated as establishing a precedent for “reporting on truth-finding of past grievances” in Korean media history. In particular, the significance lies in the fact that Jemin Ilbo’s 4·3 Investigation Team conducted systematic on-site investigations before the national-level truth commission. This exemplifies the media’s role in supplementing and verifying investigations by national institutions.14

Furthermore, without the activities of regional journalists like Yang Jo-hoon, proper collective memory documentation of 4·3 in the local community would not have been achieved. As a case where a regional newspaper fulfilled public responsibility despite economic hardship, it demonstrates the crucial role of media in the Jeju 4·3 truth-finding process.
