역할과 활동

고희범은 언론인으로서 제주사회문제협의회(제사협)의 총무를 맡아 초창기부터 4·3 운동에 참여했다. 1987년 제사협 창립 당시 정윤형 초대 회장, 부회장 현기영·김명식과 함께 조직을 이끌었다.1 1988년 1월 14일 제사협이 주최한 ‘제13대 대통령선거와 제주도’ 좌담회에 참석하여 4·3의 의의에 관한 국민적 논의 확대를 위해 노력했다.2

1991년 제사협 대표단이 여의도 신민주연합당(구 평화민주당) 당사를 방문하여 김대중 총재를 면담할 때, 고희범은 정윤형·현기영·김명식·허상수와 함께 동석했다.3 1997년 3월 7일 제주4·3 제50주년 기념사업 범국민위원회 준비위원회 발족 당시, 언론인으로서 고희범은 김찬국·김중배·강만길·정윤형·현기영·허상수와 함께 참가하여 범국민적 조직 구성의 기초를 마련했다.4

4·3범국민위원회에서의 활동

고희범은 4·3범국민위원회의 운영위원으로 참여하다가, 1999년에 운영위원장으로 승진했다.5 당시 4·3범국민위원회는 조직 개편 과정에서 운영위원장이었던 김명식이 화천으로 떠나자, 그 후임으로 한겨레신문 광고국장인 고희범이 임명되었다.5 사무처장에는 양한권이 임명되었으며, 4·3특별법 제정의 산파 역할을 하기 위해 법률특별위원회가 신설되었다.

1998년 10월 29일 서울 여의도광장에서 개최된 ‘4·3진상규명과 명예회복을 위한 범국민대회’에서 고희범 사무처장은 경과보고를 맡아 4·3 문제의 심각성을 전국에 알렸다.6 특별법 제정의 과정에서 고희범은 기회가 있을 때마다 청와대 요로에 4·3특별법 제정의 의미와 가치에 대한 꾸준한 정보와 자료를 공급했다.7

1999년 특별법 제정 촉구 활동에서 고희범 운영위원장과 오만식 위원장은 각각 국민회의와 한나라당 측과의 면담 결과를 보고했다.8 1999년 8월 특별법 제정에 최대 고비가 될 행자위 법안심사소위 개최를 앞두고, 박창욱·양조훈·임문철 상임공동대표와 정책기획단 양동윤 단장, 부단장 이지훈과 함께 상경대표단을 구성한 고희범 운영위원장이 서울에서 합류했다.9

특별법 제정과 이후 활동

2000년 1월 13일 김대중 대통령 임기 마지막 시점에 4·3특별법이 서명되었을 때, 고희범은 4·3범국민위 운영위원장으로 초대된 제주 인사로 참석했다.10 특별법 제정 축하 행사 제2부에서 고희범 운영위원장이 사회를 맡아 4·3특별법 제정 과정의 긴박했던 상황들을 경과보고했다.11 사회자인 고희범이 활동 상황을 일일이 설명하는 도중에 관련 인사들을 일으켜 세워 증언을 하도록 하여 20명에 가까운 사람들의 소회를 들을 수 있었다.

고희범의 회고담 『전 한겨레신문사장인 고희범의 길과 길』(2009)은 4·3범국민위 운영위원장으로서 특별법 제정과 그 후속조치 작업에 헌신적으로 활동했던 과정을 기록했으며, 특별법 제정 이후 행자부의 불완전한 시행령 입법 방향에 대한 비판적 분석을 담고 있다.12

4·3 진상규명과의 관계

고희범은 언론인으로서 4·3 문제를 서울의 정치권, 시민단체, 종교계에 알리는 역할을 담당했다. 제사협의 총무, 범국민위원회의 사무처장, 운영위원장을 역임하면서 서울에서 4·3 진상규명 운동의 ‘야전사령관’으로 활동했다.12 범도민적인 운동을 조직하고, 정책 결정자들과의 접촉을 유지하며, 언론 로비를 통해 특별법 제정이라는 구체적 성과를 만들었다.

Role and Activities

Ko Hui-beom served as secretary-general of the Jeju Social Issues Council (JSIC), participating in the 4·3 movement from its inception. At JSIC’s founding in 1987, he helped lead the organization alongside inaugural chair Jeong Yun-hyeong and vice-chairs Hyun Ki-young and Kim Myung-sik.13 On January 14, 1988, he participated in an JSIC-sponsored forum on “The 13th Presidential Election and Jeju Province,” working to expand national discussion on the significance of 4·3.14

In 1991, when an JSIC delegation visited the Democratic United Party (formerly Democratic Peace Party) headquarters in Yeouido to meet with Kim Dae-jung, Ko attended alongside Jeong Yun-hyeong, Hyun Ki-young, Kim Myung-sik, and Heo Sang-su.15 On March 7, 1997, during the founding of the preparatory committee for the Pan-National Committee for 50th Anniversary Commemoration of Jeju 4·3, journalist Ko participated alongside other key figures, helping establish the foundation for national organization.16

Activities in the 4·3 Pan-National Committee

Ko Hui-beom participated as a member of the operations committee of the 4·3 Pan-National Committee before being promoted to chair of operations in 1999.17 During organizational restructuring, as founder Kim Myung-sik departed for Hwacheon, Ko, an advertising director at Hankyoreh News, was appointed as his successor.17 Yang Han-kwon was appointed as executive director, and a special legal committee was established to serve as a midwife for the 4·3 Special Law enactment.

On October 29, 1998, at the “Pan-National Assembly for 4·3 Truth-Finding and Honor Restoration” held at Yeouido Plaza in Seoul, Ko, as executive director, delivered a progress report that publicized the gravity of the 4·3 issue nationwide.18 Throughout the special law enactment process, Ko consistently supplied the Blue House with information and materials emphasizing the significance and value of the 4·3 Special Law whenever opportunities arose.19

In 1999’s campaign to demand special law enactment, Operations Committee Chair Ko and Committee Chair Oh Man-sik reported their respective meetings with Democratic United Party and Korea’s Grand National Party contacts.20 In August 1999, as the most critical moment approached for the Administrative and Home Affairs Committee’s law review, Ko joined Park Chang-uk, Yang Cho-hun, and Im Mun-chul, along with policy planning director Yang Dong-yun and vice-director Lee Ji-hun in Seoul for the second delegation.21

Special Law Enactment and Subsequent Activities

When President Kim Dae-jung signed the 4·3 Special Law on January 13, 2000, near the end of his presidency, Ko attended as one of the invited Jeju figures in his capacity as operations committee chair of the 4·3 Pan-National Committee.22 In the second section of the special law enactment celebration, Operations Committee Chair Ko moderated and delivered a progress report on the tense circumstances surrounding special law enactment.23 As moderator, Ko called upon participants to testify to their experiences, allowing nearly twenty people to share their personal accounts.

Ko’s memoir “The Path of Ko Hui-beom, Former President of Hankyoreh News” (2009) documented his dedicated work as operations committee chair in special law enactment and subsequent measures, including critical analysis of the government’s incomplete implementation ordinance following special law enactment.24

Relationship to 4·3 Truth-Finding Movement

As a journalist, Ko served the role of informing Seoul’s political circles, civic organizations, and religious institutions about the 4·3 issue. Serving as secretary-general of JSIC, executive director and operations committee chair of the Pan-National Committee, Ko functioned as the “field commander” of the 4·3 truth-finding movement in Seoul.24 Through organizing pan-civic movements, maintaining contacts with policy makers, and conducting media advocacy, he contributed to the concrete achievement of special law enactment.

Academic Significance

Ko’s activities contributed to the recognition of 4·3 as a “justice issue” for nationwide civil society, transcending its status as a regional Jeju problem. Leveraging his background as a journalist, he made 4·3 public through media channels and, as a leader of the Pan-National Committee, enabled the participation of a broad range of social forces including conservative elements. The 2000 enactment of the Special Law resulted from the organized and diplomatic activities of Pan-National Committee leaders including Ko, presenting a model for nationwide movement toward resolving past historical issues in Korean society.
