1990년대 이후 제주신문의 4·3 보도는 더욱 체계화되었다. 1990년 4월 4일 제주신문의 보도는 전국 대학가의 4·3 관련 행사와 제주 지역의 4·3 동향을 종합적으로 다루었으며, 이를 통해 4·3이 제주 지역을 넘어 전국적 차원의 역사적 과제임을 보여주었다. 1991년 7월 8일 제주도의회가 재개되었을 당시, 제주신문은 지역의회 부활과 4·3 문제 해결이라는 새로운 기회가 왔음을 보도했다.4

Role and Activities
As Jeju’s representative regional media, the Jeju Newspaper played an important role in the 4·3 truth-finding movement. Although direct 4·3 coverage faced constraints during periods of political upheaval in Korean modern history, the Jeju Newspaper consistently treated 4·3 as the most important news agenda for the Jeju region.1
After the April 19 Revolution of 1960, the Jeju Newspaper began adopting a more active stance in 4·3-related coverage. When the National Assembly Investigation Team on Civilian Massacres visited Jeju in June 1960, the Jeju Newspaper actively reported on 4·3-related issues while fulfilling the media’s responsibility for truth-finding. Articles published on July 3, 1960 in the Jeju Shinbo (the predecessor or related publication of the Jeju Newspaper) contained vivid testimonies regarding civilian massacre incidents during the 4·3 period.2
After the 1980s, during the period of democratization movements, the Jeju Newspaper began covering 4·3-related activities in the Jeju region more extensively. Reports on February 12, 1985, April 21, 1987, April 22, 1987, and April 23, 1987 in the Jeju Newspaper documented 4·3-related events and activities at the level of student movements and civil society organizations. In particular, the Jeju Newspaper consistently reported on 4·3-related activities of regional student movements and civil society groups, including those at Jeju National University, informing the public of how important an issue 4·3 was in Jeju society.3
After the 1990s, the Jeju Newspaper’s 4·3 coverage became more systematized. On April 4, 1990, coverage in the Jeju Newspaper comprehensively addressed 4·3-related events at universities nationwide and trends regarding 4·3 in the Jeju region, demonstrating that 4·3 was a historical agenda extending beyond Jeju to the national level. When the Jeju Provincial Assembly was reconstituted on July 8, 1991, the Jeju Newspaper reported on a new opportunity for local assembly revival and resolution of the 4·3 problem.4
Another important contribution of the Jeju Newspaper was the publication of newspaper materials collections. The “Jeju 4·3 Newspaper Materials Collection” (제주4·3 신문자료집) published by the 4·3 Citizens Coalition included newspaper articles from 1997 onward, with reporting from the Jeju Newspaper becoming an important component of the collection. The publication of materials collections enabled documentation of the history of press coverage regarding 4·3 and tracking of changes in the 4·3 truth-finding movement.5
Particularly, together with Jemin Ilbo, the Jeju Newspaper served as one of two pillars of Jeju regional media in supporting the 4·3 truth-finding movement. While Jemin Ilbo pursued its own series of articles related to 4·3 (such as the “4·3 Speaks” series), the Jeju Newspaper addressed 4·3 from a more comprehensive regional news perspective, enabling general residents to access 4·3-related information. Whenever major events such as the 51st Anniversary Commemoration on April 3, 1999, or the enactment of the 4·3 Special Law on December 16, 1999 occurred, the Jeju Newspaper reported on them systematically.6
Significance in 4·3 Context
The Jeju Newspaper was a medium that demonstrated the “social responsibility of regional media” in the process of the 4·3 truth-finding movement. Despite political oppression and social taboos, the Jeju Newspaper treated 4·3 as the most important news agenda of Jeju society, enabling general residents to continuously access 4·3-related information.
Furthermore, through the publication of newspaper materials collections, the Jeju Newspaper played a role in reconstructing and systematizing past press records in the present. This helped 4·3 come to be understood not merely as a historical event but as the “history of a movement” with processes of change and development over time. Ultimately, the Jeju Newspaper played an important role in documenting the truth-finding process regarding 4·3 and socially validating its legitimacy.
