NameHeo Sang-su (허상수)
RoleScholar, 4·3 researcher, member of Jeju Social Issues Council
PositionResearch fellow, Institute for Korean Social Sciences
Active Period1988–2015 and beyond
OrganizationInstitute for Korean Social Sciences, Jeju Social Issues Council

Role and Activities

Heo Sang-su was a scholar who actively engaged with the 4·3 issue from 1988 onward. On January 14, 1988, he chaired a forum titled “The 13th Presidential Election and Jeju Province” held at the residence of Jeong Yun-hyeong, chair of the Jeju Social Issues Council (JSIC). In this setting, he led important discussions regarding the contemporary historical significance of 4·3.1 In his remarks, he emphasized: “Since the indiscriminate violence between left and right forces sacrificed the vast majority of innocent islanders, establishing truth-finding and determining responsibility requires first recovering factual reality.”1

In 1991, when a JSIC delegation visited the Democratic United Party (formerly Democratic Peace Party) headquarters in Yeouido to meet with Kim Dae-jung, Heo attended alongside Jeong Yun-hyeong, Hyun Ki-young, Kim Myung-sik, and Ko Hui-beom.2 On March 7, 1997, he participated in the founding of the preparatory committee for the Pan-National Committee for 50th Anniversary Commemoration of Jeju 4·3, alongside other key figures, in his capacity as research fellow at the Institute for Korean Social Sciences.3

4·3 Movement in Regions Outside Jeju and Academic Activities

As a Seoul-based scholar, Heo led the 4·3 movement in regions outside Jeju. His article “4·3 Movement in Regions Outside Jeju” is included in “From Darkness to Light: 70th Anniversary,” demonstrating his scholarly effort to approach 4·3 from a national perspective rather than confining it to the Jeju region.4

When a forum on the necessity of institutionalizing solutions to 4·3 was held in Seoul in 1998, Heo presented seven reasons for enacting the 4·3 Special Law. Particularly, his emphasis that “the starting point of the Jeju 4·3 incident must be dated from the March 1, 1947 incident for a comprehensive understanding of 4·3” was an important scholarly contribution to establishing the correct temporal scope of truth-finding.5 This perspective represented an academic stance he had maintained since his first article on 4·3 published in the Hanyang University Gazette in 1988.

Relationship to 4·3 Truth-Finding Movement

Heo Sang-su served in the role of an intellectual providing theoretical foundations for the truth-finding movement. As a core member of JSIC, he presented scholarly arguments necessary for 4·3’s reevaluation and institutionalization. Through his activities in the Seoul Jeju Provincial Residents Association, the Jeju Social Issues Council, and the Pan-National Committee, he contributed to publicizing 4·3 in society outside Jeju and promoting its nationalization.

From March 25 to 28, 2015, Heo visited the U.S. Congress in Washington, D.C., alongside Catholic Archbishop Kang Woo-il and Professor Ko Chang-hun of Jeju National University, delivering the English version of the 4·3 Truth-Finding Report to the U.S. Senate and House of Representatives and participating in academic conferences.6 This exemplifies his scholarly commitment to the internationalization of 4·3.

Academic Significance

Heo’s scholarly activities emphasized that 4·3 was not merely a regional incident but a core issue in contemporary Korean history. His emphasis on the temporal scope from March 1, 1947, particularly influenced subsequent discussions on the starting point in the 4·3 Special Law and laid the scholarly foundation for truth-finding. His research on the 4·3 movement in regions outside Jeju expanded the horizons of Korean modern history studies by placing 4·3 within the context of nationwide social movement history rather than merely regional history.
