후유증
고문 생존자들은 영구적 신체 장애, 외상후스트레스장애(PTSD), 우울증, 사회적 차별을 경험하였다. 추가진상조사보고서(2019)에서 후유장애자 209명이 공식 인정되었으나, 실제 규모는 이보다 훨씬 클 것으로 추정된다.

“Torture deaths” (고문치사) refers to the systematic use of torture by police during mass arrests following the March 1, 1947 Incident, and the resulting deaths of detainees in custody. These deaths were a direct trigger of the April 3, 1948 armed uprising.
Documentation
Following the March 1st Incident, reinforcement police and the Northwest Youth League conducted mass arrests across Jeju. Documented torture methods include beating, water torture, electrocution, sexual torture, drug injection, sleep deprivation, and starvation.
At least three confirmed torture deaths occurred in March 1948, immediately preceding the uprising. These deaths, combined with approximately 2,500 arrests, pushed public outrage to its breaking point.
Causal Link to the Uprising
The 2003 Truth Commission Report officially recognized that systematic police torture was a direct cause of the armed uprising. The SKWP Jeju branch’s decision to take up arms was driven by the culmination of repression, with torture deaths representing its most extreme manifestation.
Impunity
No perpetrators were ever punished for torture deaths. The responsible police and paramilitary members went on to participate in the scorched-earth campaign, committing violence on a far greater scale. This impunity remains a central unresolved issue in transitional justice discussions.
